Russia in her present condition did not respect such engagements. DOMINIONS ENTITLED TO RECOGNITION. ! Paris, Sept. 25. In the Chamber, in the course of the discussion on the Peace Treaty, M. Pichon upheld the right of the British to membership of the League of .Nations.
