ROYALTY ON PICTURES. By Telegraph.—Press Assn.—Copyright. Paris, Sept. 24. The Chamber of Deputies unanimously adopted a Bill giving artists a royalty of from one to two per cent, on tha auction prices of their works, payable during the artists' life-time and to their heirs for 50 years after their death.
