A Bolshevik delegation proposed peace with the Ukrainians on the basis of the independence of Ukraine, and conditional on the latter's neutrality in the struggle | against General Deniken and Admiral Koltchak. The delegation .declared that the Moscow Government had decided to conclude peace with all National Governments in order to crush the counter revolution.—Reuter.
