REFUSAL fO SIGN. , j THE REASONS STATED. By Telegraph.—Press Assn.—Copyright. Received Sept. 21, 11.35 p.m. Paris, Sept. 20. The Roumaniah Government's memorandum sent to M. Clemeneeau explains that the Roumanians' refusal to sign the Australian Peace Treaty was due to the indifference displayed regarding Romania's sacrifices and aspirations. She expected the Allies to guarantee her rights over the ■shole Banat, also part of Bukovina and the Hungarian regions inhabited by the Roumanians.—Aus.N.Z. Cable Assn.
