NEW PLYMOUTH BOROUGH COUNCIL.
GENERAL PURPOSES COMMITTEE
The General Purposes Committee of the New Plymouth Borough Council met laßt night, there, being present: The Mayor (Mr. C. H. Burgess), Crs. H. V. S. Griffiths, R. L. Parkin, W. P. Short, P. J. .Hill, W. A. Collis, and J Clarke.
STREETS SUB-COMMITTEE. The Streets Sub-Committee recommended as follows:—(a) That the principle be laid down that the £2OOO allocated in the £IO,OOO Streets Improvement Loan shall be spent in constructing footpaths with asphalt or in some equally or more permanent manner, (b) That the following footpaths be asphalted, the cost to be : charged to the footpath vote in the £IO,OOO loan: Devon Street, on south side, from Silver Street toMorley Street (estimated; cost £372),. from Gover Street to flenui Bridge (estimated cost £671), and north side,' from Liardet Street to'eastern boundary of IVashbourne's garage (estimated cost'. £6l 10s); Liardct Street, on west side, from Devon Street to Courtenay Street (estimated cost £32); and Robe Street, from Devon to Courtenay Streets (estimated cost £39). (b) That, in reply to its request, in May last, the Vogeltown Ratepayers' Association be informed that,, in view of the heavy cost (estimated by the Borough Engineer at £333), the arajicil cannot see its- way clear to kerb and channel the footpath in Carrington Road, from Holdsworthy Road to thebottom of the hill, but that, in the meantime, the Borough Engineer be instructed to make temporary provision for carrying the storm water, (d) That, in the opinion of the sub-committee, provision for the work referred to in the above clause, and for many similar permanent works' which are very necessary and which involve very heavy expenditure, should be made in any future loan for street improvements. (e) That, in connection with the proposed planting at the entrance to Carrington Road, the Borough Engineer' be instructed to lay kerbing and channelling along the eastern side of the road frotn Courtenay to Leach Street, the kerbing td be approximately 20 feet from the toe of the bank and a sufficient portion of this 20 feefc to be filled to nine inches above the roadway and'levelled ready for planting next season; that the piping of the spring from opposite Mr. Nixon's property to Leach Street be deferred for the time being, (f) That the attention of the inspector be drawn to the number of hedges en: crbaching upon' footpaths in various parts of the borough. Cr. Collis suggested, in regard to clause (e), that the place would be suitable for kerbing only and carrying the asphalt right up to the kerbing and doing away with the channelling.—lt was decided to draw the engineer's attention to the suggestion. It was also decided to tar-front the footpath on the south side of Powdefham* Street, from Robe Street to Dawson Street, as an experimental work, the engineer pointing out that, if successful, it would help to' solve a big problem for the council.
Further recommendations -were made by the sub-committee as follows:—(1) That a new culvert ba laid at the Carririgton Road Hill to divert the water from the street channels, and that the qtiestion of the road boundary be referred to the Borough Engineer to inquire into. (2) That repairs be effected where necessary to the Mill Road, Wallath Road, and David Street. (3) That the entrance to Seaview Road be widened and the ruts and holes filled. (4) That the entrance to Omata Road be reformed. (5) That the following paths receive attention: Wallace Place (north side) to be- put into fair order, Barrett Street paths to be gravelled between West Street and Cutfleld Road. (6) That, as the fence on the north side of Gladstone Road, at its junction with Dutfield Road, is encroaching upon the roadway four or five feet, the committee is of the opinion that it is not necessary to purchase land to round off the corner. (7) That the applicants therefor be informed that the council cannot see its way to instal the following street lights: Price Street, Tukapo Roa« (between Outfield Road and Belt Road,, Cutfleld Road (between Powderham Street and Bawet Street), Buller Street (between Hobson Street and entrance to East End Reserve). (8) That the following street lights be installed: Wallath Road (at turn of road), Dartmoor Avenue (present light at corner of Tukapo Street to be altered and placed on the angle of the pole), Dorset Avenue (at junction with Dartmoor Avenue), Richmond Street (at junction with Barribal Street). (9) That Mr. Thompson be informed that, as the position c-f Belt Road referred to-by him is practically unformed, the council cannot see Ub way to authorise the formation of a path at present The report was adopted.
GENERAL. Arthur B. Gibson applied for permission to erect a business sign in front o£ his premises extending 18 inches over the footpath. The application was refused on aecount of the sign not being in conformity with, the by-laws. An application by L. Norman Johnston for the extension of the water main to his property on the Main South Road was declined on the ground of the heavy cost that would be incurred.
The l engineer reported that he had made arrangements to hire the Inglewood road roller up till November 1.
i~ A letter was received from the chairman of the Moa Eoad Board in regard to taking united action in urging the Government to provide hydro-electric power for Taranaki within the province with a view to eventually linking up with the main North Island scheme of the Government.
It was decided to reply that the matter should be referred to the Taranaki Hydro-Electric League. Reports On the condition of the borough reserves at Fort Niger, Mount Bryon, and Marsland Hill were submitted by Mr. R. Bennoch, and referred to the Reserves Committee.
