DESIGNS AGAINST CHINA.

Tokio, Sept. 1. M. Hara (Premier) delivered a speech at a Government party gathering, in which he said that Japan must economically strengthen herself for the purpose of meeting competition in the economic struggle of the world. M. Hara stated that the anti-Japanese agitation in China was due to the fact that the Chinese misunderstood Japan's sincere intentions. Japan had no ambitious desires against China.—Aus.-N.Z.
