THE CONSORTIUM, ' ACTION OVER MANCHURIA AND MONGOLIA. By Telegraph—Press Assn —Copyright. Received Aug. 26, 7.35 p.m. New York, Aur;. 25. A despatch from Tokio reports that the Imperial Cabinet has decided to insist upon the exclusion of Manchuria and Mongolia from the consortium whereby Britain, the United States, and France assume the direction of Chinese finances. The newspaper Asaki Shinbuin says it is reported that Uchida advocates Japanese participation in the consortium, and believes that the exclusion of Manchuria and Mongolia would cause the Allies to look with disfavor on Japan. It is understood that several members of the Advisory Council criticised the Foreign Oflice's decision to abandon the exclusive Japanese settlements at Shantung.— -u;s.-N,Z, Cable Assn.
