In regard to the first charge it was stated by counsel for the Audit Department that the council liad sought a warrant to publish the balance-sheet by sending printed-topic* to the ratepayers, but the Minister had UnLfffl ? the warrant; and that the council had decided that certain money had been paid Into the countv fußd.M--coimt instead of into a separate afciwpnt; ana that the county was paying interest on some unpaid purchase mo'nev for tend, which was held to be illegal, and in printed copies of the balance-sheet tatwarded, to take the responsibility of not complying with the Counties Act in reference to publishing thy balance-sheet m a paper circulating in the district. In regard to the s&ond charge the s AuditorRoneral had affixed'a tag to the 1018 balance-sheet pointing out to the ratepayors that these exceptions were rot alluded to. The first chnrjre wan withdrawn, and on the second the defendant was fined 40s.
