COLOSSAL PROGRESS PREDICTED. GENERAL SMUTS ON THE FUTURE, By Teletrnph.—Press Assn.—Copyrlsht. Capetown, Aug. 8. General Smuts, speaking at a reception at Pretoria, declared that the German who scuttled the ships at Scapa Flow deserved a statue, because, but for this, the German fleet which had been a curse to Germany would have become the world's curse. He contended that the immense changes in industrial matters and otherwise in Europe would be sure to affect South Africa. The latter could not erect a ring fence, but if she put her house in order for immigration and competition she should see colossal progress.— Aus. NX Cable Assoc. The Indian Congress at Johannesburg passed resolutions demanding the redress of grievances, including the withdrawal of the regulation ranking Asiatics among prohibited immigrants; demanding the franchise, in return for which they would accept all the responsibilities of citizenship; a withdrawal of the objectionable fflilway regulations; the removal of obstacles to Indian students attending the universities, and free compulsory education for Indian children. The Congress also strongly protested against antiracial discriminatory legislation.
