Dispatches received in New York from Tokio state that strikes have occurred at Tokio, Yokohama, Osaka, and Nagaoya as a protest against the increasing cost of living.—Aus. N.Z. Gablo Assoc. LOCK-OUT ENDED. Paris, Aug. 5. The lock-out at Havre, which began on July 20, has been ended by mutual agreement. POSITION AT LIVERPOOL. Received Aug. 7, 2.15 p.m. London, Aug. 5. Many of the Liverpool police are applying for reinstatement. The headconstable definitely announced that strikers wore to be dismissed. A section of the encamped troops have undertaken temporary policing. Men patrol tho streets in l ',vos. one armed with a rifle and the other with a picket shsft. The hakers refused arbitration and are not working. Portsmouth and Bristol are breadless owing to similar strikes.
