The Supreme Council decided that the French Commander.be the commander-in-chief of the Allied troops on the Rhine. It wag decided that no Government be allowed to sell the captured war materials. The council is considering the re--patriation of 20,000 Russian war prisoners from Germany. While desirous that they should not remain in captivity longer than necessary, the Allies are unwilling to surrender them as recruits to the Bolshevik army. Russo-British authorities at Archangel are straining every nerve to counteract the propaganda of the Bolshevik agents, who dribble across the lines in the guise of deserters desirous of fighting against the Bolsheviks, and spread discontent in the Russia)' northern army. AntiBolshevik leaflets are being dropped wholesale, and agents are despatched in aeroplanes to work behind the "Bolshevik lines.—Reuter.
