Karsui Debuchi, the Japanese charge d'affaires, had a conference with the Assistant-Secretary of State, Mr. Long. It is understood that M. Debuchi explained the difficulties which prevent Japan making a statement on the Shan* tung question at the present time. At the same time, it is reported that M.
