Nai Chai Quo, one of the Chinese peace delegates, who has arrived here en route to China, interviewed, said it was true Japan has promised to return Shantung, but she will return only the shadow. She will retain control of the railways and establish a Japanese settlement which will dominate the region. Japan will absolutely control the approaches to Pekin. especially through the Tsingtao railway and the fortified positibna of Dairen and Port Arthur.~Aus. N.Z. Cable Assoc.
