The New York Herald's Tokio correspondent states that the Japanese army budget proposes to spend 350 million yen for strengthening fortifications. The programme provides for building activities over a period of fourteen years. It is also stated that the War Office has completed plans for an increase of jthc number of army divisions.—Aus. N.Z. CaCble Assoc. MORE COMFORTS FOR WORKERS. i A GROWING MOVEMENT. [ Received July 27, 11.45 p.m. New York, July 23. A dispatch from Tpkio states that there is a growing popular movement in Japan demanding more comfort for the wage-earners and fewer privileges for the rich. This movement is beginning to command serWus attention in Government circles as well as among representative Japanese in all spheres of life. Japanese Socialists recently requested the recognition of the Japanese Socialist Party in a series of manifestoes forwarded to Socialists in many countries.
