Mr. Norfis, in the Senate, alleged that Japan, in 1915, secured an undertaking from Britain, France, Italy and Russia to agree to give Shantung to Japan. In return, the Japanese would support Britain's claims to the Pacific Island and support France in her attempt to- drag China into the war in order to seize the German ships in Chinese waters.—Aus.-N.Z.
