FEDERATION OF LABOR. By Telegraph.—Press Association. Wellington, July 2. In a letter to Sir James Allen, Mr. Bloodwortll, president of the Federation of Labor, states that the executive agrees with linn that the opportune time for an industrial conference has passed, and that a favorable opportunity will not occur again until after the general elections. If the Government calls a conference on the return of Mr. Massey, however, the federation would respond.

At the Federation of Labor Conference a resolution was passed declaring that the only solution of the coal problem was in public ownership, the control of mining transportation, and the distribution of coal, with an adequate representation of workers on the board of control. It, therefore, condemns the proposals of private control and State' guarantees to share with the holders, as, embodied in the Board of Trade's report.

Horning; secretary and treasurer, B. Martin.
