SIMPLIFYING POLLING.
PLAN PROPOSED BY HON. G. W. EUSSELL.
I Auckland, June 16. I A proposal for simplifying the recording of votes at polls involving wore than one issue was explained by tile Hon. G. W. Russell. He said he thought the procedure coultl bo made much less some and expensive with a universal roll. A number of ballot papers, such as those for mayoral, council, harbor board, and hospital board elections, could bo placed on one sheet of paper, with perforations between the different sections. It would be necessary to hand only one paper instead of several to the voter, and one ballot-paper would suffice. At the close of the poll the different sections of each paper could be separated and the counting could proceed in the ordinary way. Mr. Russell advocated that this plan should be applied not only to local body elections, but also to Parliamentary elections and licensing polls when they took place on the same day. This method, in his opinion, would make it unnecessary to employ a separate staff for taking each poll. The saving of expense would be as great a consideration as the simplification of procedure.
