OBNOXIOUS PROPOSED BY-LAW.
STRONG COMMENT AT HAWERA. At Saturday's meeting of the Hawera County Council a letter was received from the New Plymouth Borough Council re the proposed by-law of the Tarannki County Council, the provisions of which were so drantio that some concerted action on the part of all local authorities and chambers of commerce in Taranaki province seemed desirable. The by-law provided for a license fee for all vehicles, with the exception of : bicycles, hand-carts and wheel-barrows.
Ci". Linn said that if the by-law were adopted it would close up New Plymouth.
Cr. Winks said it was the most oneeyed, parochial proposal he had ever heard of. The chairman said that to enforce the by-law toll-gates would he necessary.
Cr. Winks said the Taranaki Council's proposal called for action on the part of the Hawera County, but it was a pity the New Plymouth Borough did not " them a lead as to what should be
done. Cr Tennant moved that the Hawera County Council support the N ,v Plymouth in any action they might take.
The chairman said there were only a few counties in New Zealand which I rriM pass such a by-law. The Taranaki I County Council had the power and so I had Clifton County, but the Hawera ICountv had not. L Cr Tennant said that if the Taranaki i County Council had the power to pass the by-law they could protest as much as they liked, and it would avail them nothing. The matter rested with the j ratepayers in the Taranaki County.
Cr. Winks said they would need to act with care. It might tnot, be advisable to oppose the whole by-law, parts of which might be in accord with the by- - the Hawera Council proposed to adopt. > 1 waa decided to inform the New Plymouth Borough Council that the matter would be discussed at the Counties Conference on the IStli inst.
The question of the proposed new bylaw by the Taranaki County Council for the purpose of licensing all vehicles using the county roads, was discussed fit the meeting of the Clifton County Council on .Friday. A letter was read from the Town Clerk of Xew Plymouth in regard (o the matter, urging that a 9 the provision of the by-law were so drastic some concerted action thould be taken by all the local authorities and chambers of commerce. "Quite unreasonable!'' ' A .great injustice," and suchlike, were the comments made when the copy of the by-law was read. It was decided that the Clifton Council was in accord with the proposal of the New Plymouth Borough Council to take concerted action against the confirmation of the by-law, and that the chairman be authorised to take such action as lve might deem necessary to give effect to that decision.
