SIR DOUGLAS HAIG'S. WARDING. Received May 15, 8.45 p.m. London, May 14. Sir Douglas Haig lias been installed as rector of St. Andrew's University. In the course of his speech, he said the passions from which wars arise still e?jist in every quarter of tho globe, and only await appropriate moral, political, and economic conditions to burst forth. We must be prepared, and should not- fail to understand that the Yellow Peril is one of the utmost seriousness. The Chinese must eventually demand a place in tho European labor market. India is seeking social, political, and industrial development. All races must receive British freedom and justice, enabling them to rise to our standard of life. — Aus.-N.Z. Cable Assn.
