EGMONT COUNTY COUNCIL.

MONTHLY MEETING, The ordinary monthly mooting of the Egmont County Council was held at Opunake yesterday, when there were present Crs. W. It. Wright (chairman), A. li. Coffin, T. Harvey, T. H. H. Sinclair, W. C. Green, T. A. Howe, A. H. Holder and M. O'Brien. Cr. A. B. Coffin, who had been elected in succession to Cr. S. M. Cornish (resigned) was cordially welcomed by tho chairman, who referred to his previous association Willi the ■council., THE WIREMU ROAD. A deputation consisting of Messrs. A. Cassie, H. Kitcningnian, W. Fleming, 11. 1(. Wright,. T. Willcoic, W. J. Larking and S. Wllloughhy, waited on tho. council in connection with the formation and metalling of the Carrington ltoad from i tho Newall to the Ngarikl Road. Mr. Cassie said that lit is>l3 £SOO was granted by the Government for the portion of the road from Newall to Ngarikl ltoad, and £SOO 'from the Ngarikl to Klrt Roads. From i Saunders to I'uniho Itoads the work had been icompleted by tho Government, and from I'uniho to Newall Roads it had been formed and bridged (by the Government, and had been metalled by I tho Bottlers on a fi for £ basis. Since then tho whole of the traffic from that portion had used the Carrington ltoad and Oxford Rood, and vory little tralUc now went via th« Main Road. They therefore asked that the money i accumulated from the rates should be given to I carry the metal from the Newall to Ngarikl Road. It was proposed to ask the Minister of , Public- Works to form and bridge tile road, and subsidise the metalling £ for £. Ho produced ia plan showing the great.saving In distances to tho settlers at the top of the various roads if the road was metalled. Thero was still to their credit the £SOO granted In 1013, which was unexpended. From Newall ttoad to Ngarikl Road wa3 5 miles, and to Ihala Road would be 3% miles further on, making the distance ■ttnra Okato to tho top of the Ihala Road 14% ("lies. J'rora the Ihala Road to New Plymouth •-'uld be about 31% miles, as against 47 miles •I i: Opunake. They therefore asked the council til pay the road rates that had accrued to the properties in tho vicinity. They were also prepared to rata themselves £ for £ for the ! metalling.

The chairman considered that this was a yery good thing. At present there was £2OO Jayaluuile for ihat portion of the road—viz ifclilQ county contribution, and £IOO Government subsidy. J The chairman considered the settlers should (Walt on the Minister of Public Works, who always showed himself ready to help the settlers who wero willing to help themselves eeufers°'!sso consldered tUe >" suould offer the The engineer said the Government was proSad. t0 sub3ldlae £ for * t0 <>P e a np the The chairman stated that the council could not guarantee to do more with a small subsidy than keep tho road open. It was better to got i a good sum and complete tho work j In reply to Cr. Green, Air. Cassle made It aom f' s wtelled tlle council to give a subady towards the forming and bridging , of the road, and when that was done the sotf iio.s woulo raise tho money for metalling on a I '- ior *, basis. Their idea was ultimately to . .-i'.'t a second South Road right from Opunake |to New Plymouth. This would also place settlers who wore now on mud roads on a metal road. ,

On the motion of Crs. Green and O'Brien it was resolved to grant £250 provided the formation and draining was completed by the Government. ARAWKATA ROAD. A deputation consisting of Messrs. H. M. Bartie and Morris waited oh tho council in. reference to tho upper portion of the Arawhata Itoad. Mr. Bartleti said the portion they rereferred to was above the metalled portion—a piece that went through a raupo swamp. It was passable now, but later on they could not get a gig through. The chairman suggested that tho settlers interested should raise a loan and put this road in order, but Mr. Bartle replied that several owners lower down would oppose a loan, as they could now get to their sections all fight. Cr. O'Brien said that Mr. Battle's application should bo favorably received, because of his timber mills. He had excellent timber supplies for which the district was hungry, and It was important to the whole district that he should be able to get his supplies out readily. Tho chairman remarked that the members of the deputation wero suffering i-om the unreliable estimates of previous engineers when the special loans were raised; the metal did not go as far as anticipated, and many ratepayers, here as elsewhere, were paying for roads that were not brought anywhere near '("'' Sinclair moved that the council subsidise Mr. Bartle for opening out the dram. The chairman, considering the state of tho county nuance and the many demands for roads all over the county, suggested a subsidy of £lO £ for £. Cr. Green moved in this direction and this was carried.

PROGRESSIVE SETTLERS. Messrs. T. Willcox, S. Wllloughby, Dawson, W Fleming, P. James, W. .T. Larking and G. It. Tvler waited on the council, and drew attention to" the state of the Kabul Road, which Mr. 1. Willcox (who acted as spokesman) stated penalised them considerably—so much so that the extra four and a half miles cartag, on the road from tho township to the factory cost 15s Moreover, the wear and tear;, on their vehicles was very heavy. He stated that the settlers were prepared to assist In bringing the road right up to date, and were w'lllng to raise a loan to metal the road, which then would cost little to maintain for a few years, and they asked that the council should If possible utilise the rates tor 'i few years in tor-sealing the road. He understood that tho council was raising a loan for the main roads, and the two could be raised simultaneously. Somo repairs were, however, urgently required. The chairman considered they were doing a wise thing In raising a loan. The crusher would shortly be up the road, and would and spread and roll any metal now available. \ It was, however. Impossible to do more than repairs out of rates. Mr. Wllluughby considered that many would support the county's loon proposals If tile loan was made large enough to tar-seal somo of the by-roads. The chairman said that after the first loan was raised the probability was that the- saving In the general rate duo to the tor-sealing would pay the interest and rates. Members of the deputation were also assured that their rates would be expended on their own road.

Mr. W. .T. Larking said that they did/ not mind an additional £IOOO provided tha road was straightened and the grade Improved. The engineer was Instructed to prepare the necessary estimate.

THE SHIPPING PROBLEM. The Mlitou Borough Council forwarded copy of resolution urging that in view of the excessive cost of exporting the surplus produce of the Dominion, the New Zealand Government should be urged to adopt measures to secure a Government mercantile fleet of steamers in order' that producers and others may not ho entirely at the mercy of shipping companies and kindred monopolies. On tlie motion of the chairman, the letter was allowed to lio on the council table. GENERAL. The Taranaki Counties Conference notified that Hawera, Waimate West, Egmont, Stratford, Eltham and Clifton counties, and Inglewood and Stratford boroughs, had agreed to join in tlio cost of making uniform by-laws. It was anticipated that the other local bodies would fall into line, but meantime the committee had resolved to proceed with the work, its importance justifying any slight increase in the nrouott ons of contributions. The chairman considered this was very satis-' factory, aud expressed the hope that the otherthree counties would agree to contribute Cr. Green wis given authority to grant tho use of the Parlhaka Itoad Board office for meetings, etc. , -..-.,. A. .». Adams notified that ho was now finally, discharged, and would resume duties In June.' I'. Newport resigned his position as foreman of the North Kahoto Biding. The resignation. was accepted, and it was resolved to express tlie. council's thanks for his services, members malting reference to his good work. The commltteo reported that H, Munro's ffinder for the supply of, mejal on all by-roadß as advertised, had been accepted—Approved. Mr. J. Garcia was Te-appolnted the counc'l's representative on the National Park Board. ~ A. C. Clirrord asked for a month's holiday oil full pay, pointing, put that he had beon with the council four years.—Holiday will bo granted wilhout pay. H. O'Kaoe, roller driver, asked for an lncronse ,of wages, pointing out that lie had to work 10% hours, and also had to camp away from homo—Held over till next.month. A letter was received from the Minister or Public Works, advising that local bodies should make their own arrangements if they desired to purchase motor lorries. On the motion of Cr. O'Brien It was resolved to purchase a car for the engineer, such car in be available, when required, for tho use of r'lo chairman and councillors.
