LOCAL ELECTIONS.

NEW PLYMOUTH MAYOR RETURNED. ALSO ALL OLD COUNCILLORS. DEFEAT OF LABOR "TICKET" RATING ON UNIMPROVED VALUES CARRIED. New Plymouth electors had a field-day yesterday, with ample opportunity for the extensive use of their voting powers and privileges. Not one of the six issues submitted was allowed to go by theboard. Every peat, from that of the Mayor downward, was challenged, and, in addition, there were also the polls on the proposal to change the system of rutin" from that of the annual value of improvements to the unimproved land values, and on the loan for the harbor improvement, scheme. It is doubtful if ever there has been such a plethora of voting in this or any other district at the same time.

Added interest has been given to the elections bv the appearance, for the first time, of the LaV.or Tarty, 'who nominated candidates for the Borough Council, Hospital Tioard, and Harbor Board- With the exception of che Labor candidates, no public pronouncements of policy were made. The retiring councillors who Fought re-election were evidently satisfied to rely on the judgment of the electors on their past achievements, and tlio other nominees, almost without exception trusted to their good names and the public's sense of discernment in the selection of their representatives to control the destinies of the borough for the next two years. With tlio number of candidates in the field for the vacant offices, and the two other proposals to be decided, it was surprising that the election passed off so quietly as it did. It wob evident that the arrangements made by the returning officer for the municipal election (Mr. F. T. Bellrinscr) and Mt. O. S. Rennell (for the harbor loan) were. excellent, and the supporters of the various candidates and the advocates and opponents in the other k-sues worked quietly, but systematically, in the endeavor to get the voters to the several booths. The returns came to hand fairly smartly at first, and the figures were displayed on the window of the principal polling booth in Egmont Street. A great deal of interest was shown in the election, and a large crowd waited outside the booth to glean the results.

THE MAYORALTY. It was soon evident that Mr. Burgess' was safe for the Mayoral chair, and when the final figures were posted up he had a majority of 1060. J Mr. Burgess briefly thanked those who had voted for him, and also those who had not, and reiterated his intention to do his best for the borough. Mr. Blanchard thanked his supporters, and admitted the better man had won. Following are the details of the voting: Blanchard. The interest in the council election \ was keen, and it was not until the last booth was totalled up that some of the candidates knew their fate. This was somewhat late. The counting at th£ principal booth took a long time, and it was not until 11.45 that the final figures were put up. General satisfaction was expressel at the return of practically all the old councillors who sought re-election. The new members of the council are Messrs R. L. Parkin, H. V. S. Griffiths, and A. S. Opinions were divided and no one seemed prepared to say whether or not the issue would be in favor of a change in the system of rating or of adherence to the present system. All anxieties were put at rest fairly early, as the result was announced soon after 8 o'clock, showing a majority in favor of the change of 187. Following are the details:— For. Against.
