NANSEN'S PROPOSAL FAVORED. Received Apiil 20, 5.5 p.m. Paris, April 18. The "Big Four" favorably view Nansen, the explorer's, proposal to feed starving Russia on similar lines to the Belgian Relief Commission The four Powers stipulate that tha distribution must be solely under the control of the Russian people, and that the financing of the scheme must fall solely upon Russia. They admit the difficulty of supply transport, but believe that with the aid of neutrals this can be overcome. It is also obvious that if the scheme is to bo carried on there aust be a cessation of hostilities within definitive lines. The "Big Four" add that relief to Russia which does not mean a return to peace would be futile, and could not be considered.
