EXPLOITING CALIFORNIAN LANDS. CONCESSIONS TO JAPANESE. Received April 11, 10.15 p.m. New York, March 31. The New York Times has received a telegram from Mexico City which says that General Amado Oguirre, UnderSecretary for Hie Development of Agriculture, stated that Jajanese corporations had been granted concessions to exploit agricultural lands in Lower California. He affirmed that the concessions did not violate the Monroe doctrine.—Aus. and N.Z. Cable Assoc. A BOER MISSION. Received April 12, 12.5 a.m. New York, April 1. A party of Boera from South Africa, who wish to set up a republic, have arrived here en route to Paris to attend the Peace Conference. The party consists of General Hertzog, Senator A. D. Wolmarans, D. F Mulan, N. C. Havenga, W. Ilalmar Reitz. G. E. Y Van Pittius, Frederick Beyers, Andreas Spies, Berr.ardus Stegman. Ernest Jansen. As no British crew would work a ship carrying them from Capetown the party sailed in the Dutch vessel Bawean.
