WESTOWN.

PROGRESSIVE ASSOCIATION. A meeting of the Westown Progressive Association was held last night, when Mr. J. D. Sole, presided over a fair attendance of members. The chairman, in referring to the bus service now established, said it was proving quite inadequate for the needs of the district, which should urge that the trams be extended to the district as soon as possible. An early morning bus would suit Westown better. He thought a committee should be set up to meet representatives from Vogeltown and Frankleigh Park. He then moved that a deputation from the Association wait on the council and urge that the trams be extended to Westown.

Mr. James Clark, in seconding, said statistics had been taken of the bus takings, and the second week showed that 538 pe:v' had travelled on the Vogeltown i producing £B, and 930 had travelled on the Westown route, producing £l4. The bus was proving a phenomenal success, and the extension of the trams would not only cause the district to progress further, but would make the present system pay. The motion was carried.

On the motion of Mr. J. Garcia, a committee consisting, of Mr. J. D. Sole, Mr. Broome, and the mover was set up to meet representatives of Vogeltown and Frankleigh Park to discuss the timetable.

The president then referred to the proposal to rate on unimproved value, which, theoretically, had his approval if it could be equitably carried out, but he was not prepared to vote for it until he had more information. The man with a cottage and quarter acre section would save, but the man with 10 acres would pay nearly double. There was no scarcity of building sections in New Plymouth. Mr. Jas. Clarke thought the association should ask the advocates of each side to address meetings.

After further discussion it was decided, on the motion of Messrs Elliott and Clarke, to invite the advocates of the two systems of rating to place the matter before ratepayers in the 'Westown hall, if possible on the same evening. A committee was set up consisting of Messrs Sole, Garcia, Broome, Coad, and Medley to meet in conference with Vogeltown and Frankleigh Park delsgates and discuss the matter of council representatives.
