The Council considered the cases of the Emperor Karl and the Empress Zita and agreed that Karl had tried for months to secure peace. No charge will be laid against the Ex-Emperor Karl, who, with a view to Empress Zita's health, be permitted to escape from Austria with his children and refuge in Switzerland.—United Service.
