IF GERMANY HAD WON.
THE JUNKERS' PEACE TERMS. The New York Evening Post has very opportunely recalled attention to the terms which Germany would have imposed upon her enemies if she had won the war. These terms were proclaimed by Count Roon, a member of the Prussian Upper House, on July 1, and were published in the Nachrichten, of \3oerlitz. "Count Roon said that Germany was entitled, because of its strength, to demand that Great Britain turn over its war fleet to Germany, return Gibraltar to Spain, Egypt and the Suez Canal to Turkey, surrender French and Belgian territory, and pay 4#,000,000,000 dollars indemnity. He declared that until those conditions were realised there Bhould be no armistice and no cessation nf submarine warfare. The conditions were: Annexation of Belgium. Independence of Flanders. Annexation of the enltire Flanders roast, including Calais. Annexation of the Briey and Longwy Basins and the Toul, Belfort, and Verdun regions eastward. Restitution to Germany of all her colonies, including Kai-chau. Great Britain to cede to Germany such naval bases and coaling stations as Germany desires. Great Britain must return Gilbraltar to Spain, cede its war fleet to Germany, restore Egypt to Turkey, and tiie Suez Canal to Turkey. Greece must, be re-established under former King Constantino, Austria and Bulgaria will divide Serbia and Montenegro. Great Britain, France and the United States must pay. all of Germany's war costs, the indemnity being .a minimum of 45,000,000,0(10 dollars. They ateo must agree to deliver raw materials immediately. France and Belgium are to remain occupied at their expense until the conditions are carried out,
