LEAGUE OF NATIONS
NOT IN PRELIMINARY TREATY. MEANING OP WILSON'S MESSAGE. Received March 25, 5.5 p.m. New York, March 10. The New York World's Washington correspondent states that official circles believe that the League of Nations covenant will not be included in the preliminary peace with Germany. President Wilson's message to Mr. Tumulty that the Plenary Council decided that the covenant will be part of the peace treaty is understood to mean that the covenant will only be included in the final treaty.—Aus. and N.Z. JAPAN AND RACE DISCRIMINATION.
AMERICAN VIEWS. Received March 22 5,.5 p.m. New York, March 16. The New York Times's Washington correspondent states that great interest is shown in Viscount Ishii's plea for the incorporation of a provision against race discrimination in the League of Nations covenant. Senator Chamberlain said' that the inclusion of Ishii's plan would imperil the chances of success of any league of nations, and endanger the safety of the United States. Senator King declared that Japan's insistence on the equality of her citizens, which implies equality in immigration into other countries, means that either the United States or Japan will not be a signatory to the League compact Aus. and N.Z. Cable Assoc.
ARGENTINA'S ATTITUDE. Received March 22, 5.5 p.m. Buenos Aires, March 10. The Foreign Minister conferred with Ministers of neutral countries, and subsequently stated that The Argentine would accept the League of Nations in -principle, but would suggest 3ome changes in the present covenant—Aus and N.Z. Cable Assoc.
