London, March ]C Lord Milner is drafting a Bill providing for ex-soldiers free passages to the Dominions and enabling loans to be advanced at pre-war rates to the Dominion Governments who act as agents for the British Government for the purpose of opening up new tracts of land, building railways mid financing settlers.
