INDEPENDENCE OUTBREAK 4000 ARRESTS MADE. ; Received March 14, 10.50 p.m. Shanghai, March 13. ' ©if the occasion of the funeral ceremonies -of the ex-Emperor of Korea, a general outbreak of independence occurred throughout the peninsula. The movement v?fl> strengthened by the belief that the Paris Conference had sanctioned independence. Thousands of Koreans paraded % .he streets and came into collision with Ihe gendarmerie, hundreds of arrests being made. Disturbances continue in the provincial wvns, (he Koreans raiding the police stations, resulting in bloodshed on both sides Japanese reports estimate that at least four thousand Koreans, mostly students were arrested. The casualties have not been announced.
