He describes thousands of illicit dealers as swarming to -tlie agricultural districts and carrying off great quantities of meat, butter, potatoes _ and fruits. This disgusting spectacle of law-breaking is mainly responsible for the revolutionary outbreaks.—Reuter.

Nothing could be worse from our point •f riew than having anarchy in Germany. The Germans will not listen to Bolshevik arguments if they are fed. Soma sort of ordered Government in Germany is necessary to secure peace as well a to provide a bulwark against Russian diarchy. Food is a better form of resistance haa anyarmed force could provide.
