IN GERMAN NEW GUINEA. Melbourne, March 4. Considerable capital has been made of the statement of a Federal member of Parliament tbjat in Germian New Quiuea the natives were flogged with the consent of the administration. The Minister of Defence replied that flogging up to twenty lashes was permitted, under the strictest official surveillance, for the grossest offences. Under the German administration private persons were allowed to flog natives for the most trivial offences. The natives have so long been used to.this form of punishment that the British authorities decided it was necessary to retain corporal punishment in a modified form as a deterrent from crime—Aus.-N.Z.
