THE MANDATORY CLAUSE

ACTION BY JAPAN. Received Feb. 21, 5.5 p.m. Paris, Feb. 20. There is an interesting development regarding the mandatory clause of the League of Nations. Japan is voicing a strong plea that the northern Pacific islands mandates be similar to the Australasian. Japan is putting nothing on paper, but is conducting a forceful campaign, claiming that the same provisions should apply to the Carolines and Marshall as to Samoa and New Guinea. The British delegation meets on Thursday and appoints a special committee to consider all the aspects of the mandatory clause, in view of securing the strongest possible mandates. It is likely Sir Joseph Ward will be appointed a member.—United Service.
