The Daily Express states that the dislocation of trade and interruption of reconstruction owing'to strikes and the epidemic is causing the Government great anxiety. Mr. Lloyd George's proposal (as cabled) contemplates a permanent congress to which all Industrial disputes will be submitted. The Labor party unanimously favors the proposal.—Aus. N.Z. Cable Assoo.
