A White Paper has been published re* lative to Professor Oman's survey of aU the Allied documents lending to the declaration of war. He says the Central Powers did not inspire the Sarajevo murder, but made it an excuse for war. Servia was innocent of the Serajevo affair. Professor Oman shows there wan nc British Minister at Belgrade at the time of the Austrian ultimatum, to the British were ignorant of many of the etsential points. Austria deliberately postponed the ultimatum until M. Poiucairn and M. Viviani were on the high seas after their visit to Petrograd, in order to make it difficult for France to put diplomatic pressure. 'W Professor Oman publishes Lichnowsky's private letters to Viscount Grey. These prove that Lichnowsky's Government shamelessly betrayed him. There is a deeply interesting analysis of the circumstances of the Russian mobilisation by Generals Sukhomlinoff and Januschkcirtch, chiefa-of-Btaff, despite the Czar's countermanding the older. The generals were aware of the definite threat of war by Austro-Germany, therefore they were justified in mobilising. The Czar afterwards admitted that uic generals were justified in disregarding his orders. Sukhomlinoff escaped to Finland after his trial, and tho Bolsheviki recently murdered Januschkeirtcb. Professor Oman deals with the fake edition of tho Lokal Anzeigcr which announced the mobilisation. Tho fact waj cabled to Petrograd, and precipitated th« war. Professor Oman acquits Herr BetV mann-Hollweg, and places the blame on the General Staff. The Russian Ambassador's telegram to Petrograd denying the truth of the Lokal Anzeiger"s statements was deliberately delayed. A chapter is devoted to personal t»hKV grams exchanged between the King, thf**" Kaiser, Prince Henry and the C*ar, which establish the fact that the Kaiser played a treacherous game, his memory being, most elastic and convenient.—Aus. and N.Z.
