RIVAL CLAIMS. SATISFACTORY SAMOAN CONDITIONS. Received Feb. 13, 11.45 p.m. London, Feb. 12. Mr. Hughes, in a memorandum, mentions the island of Nauru as desirable to be incorporated in the Australian mandate, but Australia was prepared to accept any mandate acceptable to Britain. Mr. Massey is presenting a memorandum claiming that Nauru should be included in New Zealand's mandate. The Foreign Office has drafted the terms of New Zealand's mandate for Samoa. Thc3c arc regarded as very satisfactory, providing no compensation for German property or works, and adequate defence of the island.—Aus. and N.Z. Cable Assoc.
