DECEIVED, AND AGGRIEVED. AN ACQUAINTANCE'S PICTURE. Received Feb. 13, 7.50 p.m. Amsterdam, Feb. 12. An old acquaintance of the Kaiser, who conversed with him at Amerongen, states that he seems to be broken down, is mentally decrepit and untidily dressed, and leans heavily on a stick. Pitifully and timorously he poured out his troubles, declaring that generals, Chancellors, diplomats, Catholics, Jews, and Freemasons had deceived him. —United Press.
