THE MANDATORY SCHEME. DOES NOT SATISFY AUSTRALIA. New York., Feb. 7. In an interview Mr. Hughes was asked if Austnlia was satisfied with the mandatory plan of governing _ the former German colonies in the Pacific. He said: ''The arrangement can hardly b-j regaried as satisfactory. It is provisional j-riil uncertain. 1 am unable to tell you Hie nature of the arrangement, but, I nnv say that it has many possibilities. One of these would be reasonably satisfactory, although it would fall short oi what Australia expected. The arrangement contains possibilities that Australia would not entertain. Australia wants ihe settlement she is entitled to, which would insure her national safety and guarantee her industrial, social and racial policies. We should not accept the mandatory principle, but if wo must it is imperative that we be given the same power over the new territories a= we exerciso over Australia."— Aus.-N.Z. Cable Assn.
