RESPONSIBILITY FOR WAR. GERMAN GOVERNMENT GUILT*. Received 8, 6 3 p in, Jl.'rno, Fob. 8. At the Socialists' Conference, Br. Aider, a German Majority Socialist tabled a declaration that the war was due to the Imperialist policy of the old German Government, and stating that the German Republic did not wish to escape any guilt which might be established. The declaration, which concluded by demanding the fixing of the responsibility, was referred to a special commission comprising two Auatro-Germam, two Frenchmen and two British. The German delegates at the Internationa 1 Labor Socialist Congress presented a resolution urging restitution of the German colonies. Received Feb. 9, 5.5 p.m. Berne, Feb. 8. Continuing the discussion of the league of nations, Herr Eisner said that Germany had been spiritually re-born. He hoped they would not even demand a citizen army. Mr. Henderson said the peace conference was looking towards Berne. The British are anxious that the conference should be practically useful.—Aui. N.Z. Cable Assoc.
