To the Editor.*"' Sir, —Re your foot-note, I have owned many town sections in Palmerston Xorlli and other places similarly rated, and on most of my sections I have erected various houses, but in no case did the rates increase. All the sections are still rated the same, although houses costing up t« £IOOO have been built. I am well aware that towns must have revenue, but don't tax industry. Make the section too dear to hold "as a spec." till the other fellow has by his industry increased its value, so that the "land hog" reaps the lot.—l am, etc., UNIMPROVED VALUE.
