JAPAN A FULL PARTNER.
REPRESENTATION' OF SMALL NATIONS. \
London, Jan. 8. French papers maintain that the Allies have now agreed to admit Japan as a full partner at the Peace Conference. The Ave delegates are sitting at all meeting?. Belgium and Serbia will be yiven a special place aninog the small nations with three delegates. Then Greece, Itoumanin, Portugal, and Siain have two each. Siam has been represented vt the front by aviators. Other nations will have a Bingle delegate.—Reuter.

A BUFFER StATE. BETWEEN ITALY AND GERMANY. Received Jan. 11, 1.40 a.m. J New York, Jan. 8. ! The United Press correspondent at Washington states that high diplomatic circles say the Peace Conference may make the Tyrol an independent buffer state between Germany and Italy.—Aus, iN.Z. Cable Assoc. . PREPARING FOR OPENING. London, Jan. 8. Several leading Foreign Office officials I have gone to Paris. President Wilson, Mr. Lansing, Colonel House, Lord Robert Cecil, Signor Orlando, Baron Sonnino, M. Clemeneeau, and M. Pichon will attend the preliminary conference on Thursday. Mr. Lloyd George, President Wilson, M. Clemeneeau, and Signor Orlando will consult individually the various delegates coming at the week-end. These conversations will possibly be prolonged for a fortnight, after which the representatives of England, France, America, and Italy will confer for the purpose of considering Austro-Germany's and Russia's representation at the full conference.
It ia now expected there will be foiir British representatives, probably the Premier, Mr Bonar Law, Mr. Balfour, and Mr. Barnes. The fifth will be Sir Robert Borden, Mr. Hughes, Mr. Mussey, and General Botha in turn.—Aus. N.Z. cable Assoc. THE DOMINIONS' REPRESENT ATIVES. London, Jan. 8.
