Lett oh written by Prince Albert of Monaco to the ex-Kaiser reveal that Wilhilm, during years of close intimacy with the Prince, drified closer to the military party's ideas of German (domination. Seventeen yenrs of conversation with the Prince failed to enlighten the Kaiser as to dangerous course he was pursuing, and Willielm finally succumbed to the foul plot to overthrow ilis beauties of civilisation. The Prince declares that the Kais,r might have been the greatest figiue in history of all times, but he chose instead to maintain the brutal customs of a military monarchy, ulitil Germany, which might peacefully have won world power, was dragged down in the Kaiser's false ideas and Wind folly.

The Press Bureau issues an account of the Allied Naval Commission's work in German waters, which shows that they found all the German warships in a filthy condition, and discipline at sucii a low ebb that it was foond necessary to warn the sailors In the course of frequent journeyings inland the Commissioners came to the conclusion that the representations that the people were urgently in need of food and clethes were nothing like as justifiable as the authorities are seeking to impress on the Allies.
