RE-ASSEMBLY OF THE REICHSTAG, ALLIES REQUIRE STABLE GOVERNMENT. Received Dec. 19, 12.5 a.m. New York, Dec. 17. Mr. Dosch Fleurot, cabling from Berlin* states that Fehlbacher, president of the National Arbeiter Soldatemat, demands the re-asaembly of the Reichstag, and declares that the Government cannot continue with the support of Boldiers and workers only; he says the Entente will nQt deal with the Soviets. The opinion is growing throughout .Germany that before the opening of peace negotiations the Entente will insist that the German' Government most not be based on Soviet power. Troops who are pouring into the city from both fronts are not carrying the red flag, but industry seems to be Bolsheviklsing itself. Berlin's factory suburbs, with three hundred thousand population, considers itself independent of the Socialist republic. While Bolshevism politically under control, it is spreading Industrially. HIGH DEMANDS OF ALLIES.
