UNPRECEDENTED DISTRESS. POLITICAL RING CONTROLS PROVISIONS. '.; TURKS INCAPABLE OF REORGANISING COUNTRY, •V Received Deo. 17, 7,60 p.m. Constantinople, Dec. 16. Unprecedented distress prevails, trade and finance being at a, complete standstill. The peasants refuse to accept paper money. A ring lias been formed,of' proteges of the late Government. It possesses large stocks of provisions, and unless these are requisitioned, or supplies arrive soon, an amelioration of conditions will be impossible. The general opinion is that, owing to the chaos, it is doubtful whether the Turks are capable of reorganising the country without.aid.—Reuter.
