NEW YORK QUITE CALM. Received Dee. 16, 11,40 p.m. New York, Dec. 13. Circulars issued by tlio People's Day Committee announce that the reign of Bolshevism in the United States starts on Friday. The proclamation cancels all debts, public and private, repeals ail statutes and ordinances, declares vacant all public offices, and directs military and naval organisations to Immediately dissolve.
