OBSEQUIOUS WELCOME TO ALLIES. Received Dec. 12, 8.15 p.m. Paris, Dee. 11. A French correspondent with the British armies states that the inhabitants of Rhenish Prussia are everywhere obsequiously welcoming the Allied troops, and attempting to conciliate the victors with all sorts of civilities.
