RETURN OP KAISER FAVORED.
London, Nov. 29. There ajs many rumors from Berlin of counter-revolutionary plana. A number of army leaders favor the return of the Kaiser. Repatriated soldiers state that there is much sympathy with the Kaiser among the people, but they are afraid to show it. The mob in Berlin looted the Kaiser's palace. Amsterdam, Nov. 29. Herr EckhaWlatein, formerly a German diplomatist in Tiondon, has published a book telling his experiences. Mr. Alfred Rothsdhild in 1901 told Eckhaxdstein that many British Ministers suspected that the Kaiser and. Prince Bulow were trying to attract Russia's favor. Herr Eekhardstein informed the Kaiser, who wrote to Kin# Edward describing* ttie British Ministers as unmitigated noodles.

Britain and Germany could police the world and maintain the peace.
