WAR SCHOLARSHIPS OR BURSARIES FOR TARANAKI.
In August, representations were made by the New Plymouth High School Board, requesting the Executive of the Taranaki Provincial War Belief Association to give consideration to the advisability of establishing a war scholarship or scholarships. The matter was fully discussed at the first meeting of the executive, and met with genelal approval. A special couimittee set up to go into the matter and report. This report was duly brought down at the October meeting, and at this stage it was discovered that there was a possibility of the Objects Clause of >Me Association's rules 'being extensive enough to' cover this class of assistance. Legal opinion was obtained on the matter, and tho Department of Internal Affairs, War Funds Office, was also communicated with. The special committee were requested to continue ♦'or the purpose of bringing down general recommendations to govern the scholarships or bursaries, which may be granted. In so far as the Association is concerned, the necessary steps have been taken for the purpose of amending the rules of tho association. This matter will bo dealt with at the November meeting of the association (at which meet ins tho recommendations of the special committee will also be considered L'.v the executive committee) subject to the amendment being approved by the Minister, for the time being administrating the War Funds Act. the whole matter should be under way at an early date In the interim, the executive committee would welcome any suggestions which may be of assistance in drafting conditions for the governing of the scholarships or bursaries which may he granted.
, REDOMMRNADTTOtfS. The recommendations of the special committee in connection with scholarships or busaries for Taranaki are as follows: : 1 That ono or more scholarships or bursaries be endowed. 2. That the scholarships or bursaries be allocated taking into consideration the financial position of parents or guardians as affected by the war, and war sacrifices of the family or guardians generally. 3. That boys only be eligible. 4. That the holder of any Government scholarship or bursary will not be eligible. 5. That domicile as interpreted by the Taranaki Provincial War Relief Association will govern the allocation of scholarship or bursary. 6. Tn the event of the scholarship or bursary being held at the New Flymouth High School, the amount of endowment to be £24 per annum to cover boarding fees, and £6 for out of pocket school expenses: if lield at any otbor school the amount of £.lO to he paid parents or guardians. T. The term of scholarship or bursary will be for one year, the term to be increased if deemed advisable by the Association. S. The allocation of the scholarship or bursary to be left entirely to the T. ]'■ \V. "R. Association. P. So scholarship or bursary will be granted nnlcw the T.P.W.B. That governing bodies of all boys secondary schools in Taranaki, and Taranaki Education Board be circularised notifying conditions in foregoing cluiwes. 11. The Association to receive a copy of the pupils' term report at the end of en"h term, and to reserve (lie right to cancel the scholarship or bnrsarv at any t : ir.e on receipt of an adverse rcnoirf: from the principal of the school at which the scholarship is held.
