LIMITATION OF SCHOLARSHIPS.
MINISTER S EXPPLANATION. By Telegraph.—l'.es3 Association. . Wellington, Oct, 29. Referring to yesteruay'.s telegram from Napier oil the subject of the limitation of scholarships, the Minister yi Education said he was not aware that a circular limiting the entries for national scholarships had been issued by the Department until the resolutions on the subject were reached by him. He then immediately obtained an explanatory statement from the Department. This; showed that an absurdly large number of pupils were being entered from the several Education districts for the examination, who had not even a lender chance of securing hair marks and no hone of obtaining a scholarship. The circular was issued to save the needless expense and labor. Under the wide margin allowed to headmasters in certifying to candidates having a reasonable chance of obtaining a scliokrship, no likclv pupil would bo excluded from sitting for the examination. Summarising the position, the Minister said that the circular was to be taken nferely for guidance and not to be regarded as a prohibitive restriction.
