Advices from Vienna state that German deputies in the Reichsrath met as a Constituent German National Assembly. It was resolved to take measures to form an independent GermanAustrian State, having a voice in the peace negotiations.—Times Service. HINDENBURG'S MESSAGE. AN APPEAL FOR LOYALTY..
