GERMANS' DEVASTATION.
A •'NEUTRAL" COMMISSION. Amsterdam, Oct. 23, Wolff's Agency announces that Germany has formed a Neutral Commission to investigate the devastations by German armies in retreat. Tihe Commission includes the Marquis Villalobau (Spanish Minister), Herr van Vollensoven (Dutch Minister), and three others. The amazing feature is that the direction of the Commission has been handed to Baron von Derlancken, who was largely responsible for Nurse CavilTs murder.—Aus. N.Z. Cable .Assoc. POLAND HANDED TO THE POLES. AUSTRIAN RETIREMENT. Amsterdam, Oct. 23.
